's Federal Superior Audit Office (ASF) is monitoring 10 observations made to the Sedatu during the Rosario Robles administration since none of this cases have been cleared, despite costing Mexican taxpayers losses for over MXN $1,556 million .
According to the 2016 and 2017 audits , the Sedatu paid public and private institutions for services, products, and studies that they never delivered; some payments were made up to for times or present irregularities .
Other observations made by the ASF include a 2016 case involving Quintana Roo 's Social Communication System (SQCS) , where the Sedatu 's General Social Communication Direction paid between two and four times more for the same service.
Nor the SQCS nor the other 25 suppliers who received over MXN $420 million could prove that they participated in the making and edition of auditive, video, and graphic material , as well as stock material and polls .
In another case that caused an MXN $271 million in damages , the Sedatu paid four times for the same product to producer Televisora de Hermosillo in 2016. The Sedatu didn't justify or accredited the distribution, use, or usefulness of the material allegedly provided by Televisora de Hermosillo . It was verified that nor the TV station nor the other 9 suppliers participated in the creation of the products.
In another case, the ASF confirmed that the products acquired by the Polytechnic University of Chiapas (UPCH) through four contracts: “they have inconsistencies in its content and creation and do not fulfill the requirements.” This case caused an MXN $186 million loss to Mexican taxpayers .
Also, auditors realized that the Sedatu paid an overprice of MXN $104 million and couldn't confirm that the companies hired participated in the production of the products.
In regards to the Superior Technological Institue of Comalcalco (ITSC) , the ASF also insists that the university copied and pasted information from websites instead of creating a report in 2016 , despite receiving public resources .
The Intercultural Autonomous University of Sinaloa received MXN $106 million, nevertheless, the products had been previously paid for with resources from the Interamerican Development Bank (BID) and two other institutions. The ASF couldn't locate the companies who were also paid for the creation of these documents.
It was also found that the Francisco I. Madero Polytechnic University couldn't prove that the institution created software that cost the Sedatu over MXN $185 million.
